How CDD Fees Work on a New Build
A CDD bill has two parts: upkeep (O&M) and bond debt that paid for roads, utilities and amenities. Here's what moves the number.
Lot width and bond series set the bill
Wider lots usually pay more. The bond series tied to your lot also matters. In the Wiregrass CDD, O&M is only $214.49 per single-family lot, so 83-95% of the bill is bond debt. Wiregrass also charges a separate irrigation assessment, so add that on top.
Estancia's flat amenity charge
For FY2027, Estancia moved its amenity center charge to a flat $963.36 per unit. That pushed small lots and townhomes up (Phase 4 townhome +10.9%) and wide lots down (Phase 1 80' lot -9.1%).
Upkeep is what's rising
Across the districts compared, increases came from O&M, while bond debt stayed flat. Union Park's total rose 12% (O&M +20%), Watergrass I's total rose 9.4%, and Avalon Park West's rose about 15%. Epperson Ranch moved about 1.5%.
When the debt portion ends
Bond debt doesn't last forever. Wiregrass's Persimmon Place 2024A-2 tranche ($2,723.88 a year) has a final maturity of May 2035. But newer districts like Union Park, Avalon Park West and Epperson carry debt into the 2040s-2050s, so plan for the full bill.
Impact Fees Built Into the Price
New homes carry county fees that resales don't. Builders usually fold them into the price, but it helps to know what's in there.
| Pasco fee (single-family detached) | Amount | Notes |
|---|---|---|
| School impact fee | $10,328 | Applications from January 2026 |
| Mobility fee, Suburban, 0-1,500 sq ft | $8,928 | Effective July 2026 |
| Mobility fee, Suburban, 1,501-2,499 sq ft | $11,660 | Effective July 2026 |
| Mobility fee, Suburban, 2,500+ sq ft | $13,295 | Effective July 2026 |
Source: Pasco County Ord. 24-34 (school impact fees) and Ord. 26-19 (mobility fees).
By Hometrino's math, a 2,000-2,499 sq ft new home in a Suburban district carries about $21,988 in school and mobility fees alone. Urban and Rural districts use different mobility rates, and the district depends on the parcel.
Property Taxes on a New Home
Most Wesley Chapel parcels fall in the "unincorporated Pasco with county fire" tax area. That rate is 16.6966 mills on the 2026 roll (October 2026), down from 16.8169 in 2025. On a new purchase, year one has no Save Our Homes cap yet.
| Just value | Homesteaded (estimate) | Not homesteaded (estimate) |
|---|---|---|
| $300,000 | ~$4,361 | ~$5,045 |
| $450,000 | ~$6,884 | ~$7,568 |
| $750,000 | ~$11,929 | ~$12,613 |
Hometrino model (estimate): 2025 rates for unincorporated Pasco with county fire, first year, assessed value equals just value, standard homestead exemptions. Excludes CDD. Real homesteaded bills may be slightly lower. Rates from the Pasco County Property Appraiser.
Add the CDD bill from the community table on top for your all-in yearly number.
Schools to Check
Pasco County Schools earned an A district grade in 2025-26. Wesley Chapel-area schools that earned an A in 2025-26 include Wiregrass Ranch High, Cypress Creek High, Wesley Chapel High, Dr. John Long Middle, Charles S. Rushe Middle, Wiregrass Elementary, Union Park Charter Academy and Skybrooke K-8 (new). Watergrass Elementary earned a B.
Zoning can change. A 2020-21 rezoning moved much of Seven Oaks from Wiregrass Ranch High to Cypress Creek High. Always confirm zoning by address with the Pasco County Schools boundary search.

Wesley Chapel Builders: What to Verify
Builder names and base prices vary by community and change often, so we confirm the builder on each listing instead of relying on a general list. Before you sign, ask for:
- The builder name and the exact community or phase
- Lot width and the CDD bond series tied to the lot
- Whether impact fees are already in the price
- HOA dues and any amenity fees (separate from the CDD)
- School zoning, checked by address
