Tampa Palms CDD vs TPOST: Two Districts, Two Very Different Bills
This is the part that is easy to miss. Tampa Palms is not one CDD. It is two, and the yearly charges are far apart.
The Tampa Palms CDD (most of the community)
Most of Tampa Palms is in the Tampa Palms CDD (tpoa.net). In its adopted FY 2026-27 "Single Family Villages" table, per-unit assessments run from $435 in Palma Vista II and $638 in Sterling Manor up to $2,453 in Estates at River Park and Turnbury Wood. Every village went up 4% from FY26, and the district total is $3,458,486, up $133,019.
The district says it "levies a non-ad valorem assessment and no other tax," and its chart shows no debt line.
TPOST CDD (Tampa Palms Area 3)
Tampa Palms Area 3 is in the TPOST CDD instead. That covers Stafford Place, Tuscany, Emerald Pointe TH, Buckingham and the Promenade condos. Its FY27 adopted per-unit assessments run from $94.37 to $126.45, flat from FY26. According to the district site, TPOST's area bonds were terminated in 2018.
| Village or area | District | FY27 per-unit assessment |
|---|---|---|
| Estates at River Park, Turnbury Wood | Tampa Palms CDD | $2,453 |
| Reserve | Tampa Palms CDD | $2,438 |
| Westover | Tampa Palms CDD | $1,808 |
| Asbury | Tampa Palms CDD | $1,462 |
| Wyndham | Tampa Palms CDD | $1,055 |
| Manchester | Tampa Palms CDD | $1,007 |
| Enclave | Tampa Palms CDD | $998 |
| Sanctuary | Tampa Palms CDD | $668 |
| Sterling Manor | Tampa Palms CDD | $638 |
| Palma Vista II | Tampa Palms CDD | $435 |
| Stafford Place | TPOST CDD | $123.46 |
| Tuscany | TPOST CDD | $122.85 |
| Emerald Pointe TH | TPOST CDD | $121.61 |

What this means for your search
Among the October 2026 snapshot listings, 16361 Hyde Manor Dr (Stafford Place) and 16065 Bella Woods Dr (Tuscany) are in TPOST. The other single-family listings appear to be in Tampa Palms CDD villages, based on their plat names. The CDD chart uses village names while county records use plat numbers, so ask for the exact village and the parcel's tax bill before you write an offer. Plan around the range, not one number for all of Tampa Palms.
The 2026 Renovation-Flip Pattern
We matched 26 resale listings to their last recorded HCPA sale and compared that price with today's ask. The results split sharply by when the seller bought.
| Seller's purchase year | Listings | Median ask vs last sale |
|---|---|---|
| 1985-2019 | 12 | +68.7% |
| 2021-2024 | 10 | +8.6% |
| 2025-2026 | 3 | +58.4% |
| All matched resales | 26 | +45.8% |

A quick note on reading this. These figures compare asking prices with old deeds. They are not value growth. A long-time owner who bought decades ago will show a big gap almost by default.
The 2025-2026 row is the interesting one. All three are 2026 LLC purchases that came back on the market after renovation:
- 4901 Hallstead Way: bought for $660,000 (June 2026), now asking $1,225,000
- 5021 Wesley Dr: bought for $1,000,000 (May 2026), now asking $1,545,000
- 7210 Wareham Dr: bought for $565,000 (June 2026), now asking $895,000
If you like a freshly redone home, these are worth a look. Just ask for a list of the work done, and compare the ask with similar homes that have not been updated. The sellers who bought from 2021 to 2024 are asking much closer to what they paid, which can give you a useful reference point.
What a Year of Ownership Could Cost
Here is our model of yearly costs, using 2026 TRIM rates and the City of Tampa total of 19.7353 mills. Taxable value is set at list price, which is roughly what a new buyer's first full-value bill looks like. These are estimates, not actual tax bills.
| Scenario (model) | Ad valorem tax | CDD | Other |
|---|---|---|---|
| $555,000 median home, homestead | $10,125 | Tampa Palms CDD $638-$2,453 | City stormwater ~$136 (1.66 ESU); City solid waste $550/yr on the utility bill |
| $499,999 Tuscany home (TPOST), homestead | $9,039 | TPOST $122.85 | City stormwater |
| $555,000 home, non-homestead (investor or second home) | $10,953 | Varies by village | Varies |

Homestead matters here. For the same $555,000 home, the model shows $10,125 in ad valorem tax with homestead and $10,953 without it. The CDD line also swings widely by village, so get that name early.
Schools: Check the Grades, Then Confirm Zoning
These Hillsborough public schools came up in our Tampa Palms research. We did not verify attendance zones for each address, so always confirm zoning by address with the school district.
- Tampa Palms Elementary earned an A in 2025-26 (B in 2025)
- Chiles Elementary earned an A in 2025-26
- Benito Middle earned an A in 2025-26
- Liberty Middle earned an A in 2025-26
- Wharton High earned a B in 2025-26 (C from 2018 to 2025)
- Freedom High earned a C in 2025-26

Smart Steps Before You Make an Offer
- Get the village name. It decides whether your CDD line is closer to $435 or $2,453, or whether you are in TPOST.
- Pull the tax bill. Our numbers are a model. The parcel's own bill is the final word.
- Check the pool record. 14 of 25 single-family listings had an HCPA-recorded pool, so confirm it is on the county record if a pool matters to you.
- Ask about updates. With a median build year of 1992, the age of major systems is worth asking about.
- Budget for City bills. Solid waste comes on your City utility bill, not your tax bill.
Tampa Palms FAQ
Do Tampa Palms homes have a CDD fee?
Yes. Every Tampa Palms parcel is in a CDD. Most of the community is in the Tampa Palms CDD, where FY 2026-27 single-family village assessments run from $435 to $2,453 per unit. Area 3 (Stafford Place, Tuscany, Emerald Pointe TH, Buckingham and Promenade) is in TPOST CDD instead, at $94.37 to $126.45 per unit.
What is the median price of Tampa Palms homes for sale?
In Hometrino's October 2026 snapshot, the median ask for single-family homes in Tampa Palms was $555,000, or $243 per square foot. The median home had 4 bedrooms and 2,368 square feet. Single-family asks ranged from $310,000 to $2,400,000 across 25 listings, and 7 were priced under $500K.
Is Tampa Palms in the City of Tampa?
Yes. All 43 Tampa Palms listings we checked in October 2026 sit in the City of Tampa, HCPA tax district TA. That means City of Tampa tax rates apply, City stormwater is billed on the tax bill, and City solid waste is billed on your utility bill instead of the tax bill.
How much are property taxes on a Tampa Palms home?
Our model, using 2026 TRIM rates with homestead, puts ad valorem tax at $10,125 on a $555,000 home. Add the Tampa Palms CDD ($638 to $2,453), City stormwater of about $136 and City solid waste of $550 a year. Without homestead, the ad valorem estimate rises to $10,953. These are estimates, not bills.
What does the +45.8% resale figure mean?
It compares current listing asks with each home's last recorded HCPA sale, and some of those sales go back to 1985. It is not a change in market value, so it should not be read as value growth. Sellers who bought from 2021 to 2024 are asking a median of only +8.6% over their purchase price.
How old are the homes in Tampa Palms?
The median single-family listing in Tampa Palms was built in 1992, based on HCPA year-built data for October 2026 snapshot listings. Build years ranged from 1987 to 2017. Ask what has been updated, especially on homes that recently sold and were relisted after renovation.
